We need to know the difference between Flood Warning and Flood Watch. Flood Warning means possible flood. Flood Watch means flood is occurring or will occur soon. Grays Harbor and Pacific Counties need to know what it takes to be prepared and what precautions are needed just in case of flood watch or flood warnings.
